If you want to design your own, you're going to need software like Illlustrator and/or Photoshop, I think. And you'll need some HTML knowledge... I'd check on Google if I were you!
You can change your blog header in your template - just copy and paste the template into word or textpad and start reading through it. With some of the stuff you can tell what it is, other stuff, you need to experiment. Maybe I can post a blogger template changer tutorial on my blog soon...
